Add a runtime requirements test for rsync analogues to composer

Problem/Motivation

While testing 📌 Allow composer location to be configured via the UI Active i've notice that admin/reports/status only checks for the composer version. If composer is unavailable at the default location, with the MR checked out, the error message points the users to the new settings form, so the user is able to resolve the missing composer version by adjusting its path and/or name. For rsync such a runtime check is not in place yet.
