Dont need compression for already compressed files

Steps to reproduce

For some images it increase size which causes size validation error.
I uploaded a test image. try that with bellow parameters.
500KB:70%
2MB:65%
5MB:60%

Proposed resolution

I thinks we dont need to compress images which is already compressed or which crosses the original size.
