Add the ability to order Configuration Entities

Problem/Motivation

Currently, the Menu Exports and Menu Imports listings lack a mechanism for custom sorting by weight. This makes it difficult for site builders to organize and manage their export and import configurations effectively.

Steps to reproduce

  1. Navigate to Configuration → Development → Menu Migration → Menu Exports.
  2. Navigate to Configuration → Development → Menu Migration → Menu Imports.
  3. Observe that there is no option to reorder or custom sort the listed export/import configurations.

Proposed resolution

Implement a weight entity key for the Menu Export and Menu Import configuration entities. Subsequently, update their respective listing pages to utilize draggable sorting, allowing users to easily reorder the configurations by dragging and dropping.
