ImageEffects 3.6 requirement no longer supported

Problem/Motivation

Not compatible with latest ImageEffects 4.0
Currently requires ImageEffects module (3.6), however version 3.6 no longer has support and 4.0 must be used.
Problem is we cannot upgrade to ImageEffects 4.0 because Textimage requires 3.6.

Proposed resolution

Remove ImageEffects 3.6 requirement and make it 4.0 requirement.
