Always create new revision and revision log message if content_moderation is enabled

Problem/Motivation

This is UX issue, not sure if it belongs in this module or scheduler itself.

There is an option per transition and bundle to save as a new revision. With content moderation, there is always a new revision, so the result is a revision with the original time and no message, just the state change.

With this module, that setting should essentially be always enabled imho, similar to how having content moderation forces content translation to hide untranslatable settings: visible, checked, disabled.
