Translation not created properly for published and pending published nodes

Problem/Motivation

Want to have translation created properly for nodes regardless of the published status.

Steps to reproduce

Go to translate tab for the node
Select any language.
Click on Request Translation, a job will be created and will be redirected to provider page.
Select the provider and submit the job
Go to the job, click on manage and pull the translations
click on Review and review the changes and then click on 'Save as Complete'
Once you saved, a translation should be created for the language and should be visible on the relevant language node page.

Proposed resolution

For the published/pending published nodes also translation should be created and revisions should be created properly.
