Provide correct time_range for location or website time zone

Problem/Motivation

The time_range that is rendered in the weather block appears to be that of GMT rather than that of the place that weather is being forecasted which is confusing.

Steps to reproduce

Install Weather on a new Drupal site, create a display with at least one location and render it in a block.

Proposed resolution

I'm not sure what the appropriate solution is but it probably makes sense to show the time of the location instead of GMT.

Remaining tasks

Discussion and perhaps adding code to look up the timezone of the location so that it can be rendered.
