Subscribers receive subscriptions even if send notification checkbox is unchecked

Problem/Motivation

When an editor leaves the Send Notification checkbox unchecked (default when opening the edit form) and the status of the entity is published, subscribers to that entity still receive a notification.

Steps to reproduce

Edit an entity that has subscribers
Leave the Send Notification checkbox unchecked
Save the entity
Inspect the notifications queue
The entity was still added to the queue

Proposed resolution

In NotificationSettingsItem::postSave always check if the checkbox Send Notification was checked or not
