Make it easier to distinguish the current page content from global regions

Overview

The content region is currently rendered using same affordances as global regions even though their behavior is largely different. Global regions cascade across multiple pages where as changes inside the page region is specific to the current page.

Use designs for the content templates as the basis for this:
