Refactor sortable props form in code component editor

Overview

We are moving away from SortableJS. I think after the layers are done, the last place still using it is the props form in the code editor where you can re-arrange the order of props.

Proposed resolution

Replace SortableJS with https://docs.dndkit.com/presets/sortable/sortable-context

It looks like @parthbcharya took a stab at this refactor
in https://git.drupalcode.org/project/experience_builder/-/merge_requests/9... but that MR was raised against ✨ Refactor Layers UI to use DnDKit Active which is about the Layers panel. The linked commit though could be a good start for this.
