Logging Form alterations are not visible

Problem/Motivation

dblog_retention_policy_form_system_logging_settings_alter tries to modify the original form and indicate that dblog_row_limit does not take effect when this module is enabled.

However, the form alteration does not provide the expected effect and hides the dblog form element instead.
