Run pipeline form has been upgraded

Problem/Motivation

The 'run pipeline' form has been upgraded, maybe in a recent new release of Gitlab CI? In addition to "inputs" which was mentioned before, there are improvements to formatting. In particular

1. Text in descriptions marked with `backticks` is now formatted to look like code text whereas before it was just plain text.
2. http urls are now rendered as active clickable links

Remaining tasks

1. Check our use of backticks to make sure they are correct. May need to add more or remove some
2. The active links contain 'raw' which just displays the plain text file, and does not highlight any #nnn lines. We can change the links to use 'blob' so that the correct lines are displayed
