Don't rely on recipes being known to Composer

Problem/Motivation

With the addition of the recipe unpacker plugin to core, we can no longer rely on being able to get the path of an installed recipe from Composer. We have to be able to fall back to computing it by reading composer.json and extrapolating what we find in the installer-paths configuration.
