CKEditor AI without API key locks toolbar; uninstall crashes “Text formats and editors” page

Problem/Motivation

When the CKEditor AI plugin is present on the toolbar but no provider API key is configured, the toolbar configuration screen cannot be changed. The AI button cannot be removed, and uninstalling the Ckeditor AI module causes the “Text formats and editors” page to crash. Editors are blocked from adjusting their toolbars.
