[warning] No components found for project, is it enabled?

When a component does not have any issues, a warning is shown: [warning] No components found for myproject, is it enabled? Try run this command with `--install`

Command finishes with 0 exit code, so this issue is just visual.

• Twig version: 3.16

Steps to reproduce

1. Create a component with no validation errors
2. Run drush sdc-devel:validate myproject myproject:mycomponent
3. Observe [warning] No components found for myproject, is it enabled? Try run this command with `--install`

If I introduce an piece of code that triggers violation and re-run the same command - the command correctly fails.
