Consolidate getStateOptions methods

Problem/Motivation

The are many similar methods named getStateOptions in the code base, all returning an options list for a form select widget. These should be consolidated into a single method on the RegistrationManager and/or Workflow plugin interface. Also, the workflow named "registration" is hardcoded into certain places, this should be replaced so the site builder can select the workflow to use.

User interface changes

In some places a select field should be added so the Workflow can be selected.

API changes

Add new methods.

Data model changes

None.
