[meta] Move all hook doxygen from api.php files to attributes

Problem/Motivation

OOP hooks do not connect to their doxygen on api.drupal.org

Proposed resolution

Once ✨ support for OO hooks in classes Active is in, it becomes possible to automatically create hook attributes and move all doxygen from api.php files to them.
