Make course object settings path alterable

The course object settings path should be alterable so other modules can modify it. An example of needing to modify this path is for when the og and purl_domain_or_path modules are used to support both domain-based and regular path-based groups. Currently, the course object settings path is not prepending the purl which works for domain-based groups but is failing with regular path-based groups.
