Remove legacy sass

Problem/Motivation

We kept the legacy sass files to provide some continuity as the theme was updated and redesigned, and to keep track of edge cases and problems that had been solved before. We do not want to keep it long-term, since we are using vanilla CSS for all new work. All sass should be removed or moved into CSS.

Proposed resolution

Clean as you go. When we can, handle what remains.
