Move extensions outside of the dev flag

Overview

Extensions (like most XB APIs) are experimental. Folks are building test extensions on top of the current experimental API. The extensions aren't really experimental to the user testing XB, but to the user writing them. Therefore, I think we should not hide extensions behind the extension flag. This would allow testing extensions without having to enable the dev flag which may enable other highly experimental features.

Proposed resolution

Instead of hiding the extensions behind the dev mode flag, hide them if there are no extensions. This way, if there are extensions, they are always visible.
