In order to get PHP-TUF going with Package Manager, you need to make some configuration changes to composer.json. It would be best if it was already done for you on new sites.
The project templates should allow php-tuf/composer-integration as a plugin, and Package Manager should explicitly support in ComposerPluginsValidator. This will not require the actual plugin itself, but just lay the foundation for when it's ready for a stable release.
