When there are no links but you select the unpublish tickbox the link remover should still allow you to unpublish

If a user ticks the unpublish box and there are no usages then we don't respect the unpublish tick box and that is annoying.

Use the link remover on content with no links to it and tick the box to unpublish content.

Unpublish the content even if there are no links to it.
