This is mostly for convenience.
On the report page, the "Local scan result" column lists problems which either need fixing or can be ignored. There are project having both of these sorts of problems (things to fix and things to ignore), and then there are projects having just one sort of problems.
In certain cases it might be convenient to bring out and group a few packages or paths into a special "Excluded" section, and don't consider them during the score calculations. This would also make the "Compatible with next major Drupal core version" section much more cleaner.
Add "Ignored" section and provide a way of placing entire project or select project paths into that section. Exclude ignored items from the score calculations. Optionally, allow ignored items to have a short comment describing why they are ignored.
