Only Default Domain Enabled By Default

Expected Behavior

When user create a content, I expect it enable for all domains by default without touching Domain Access setting. Or at least "Send to all affiliates" is on. Even if I uninstall domain access sub module or re-install domain module without domain access sub module the behavior is the same, it only enable for default domain (the other domain doesn't authorized to access the content).

Actual Behavior

When user create a content, it only enable for default domain by default. So user have to go to domain access setting repetitively everytime they create a content. Actually it also applied to administrator role.

Is this the correct behavior (only default domain has access by default) ? If yes, then how do I enable every content (or specific content type) to all domains by default ?

Steps to reproduce

Enable module, create 2 domain records, create whatever content. Only default domain can access the content we created.

Note

I also install domain_entity_type module and set domain access to every domain in content type setting. But when I create a content it only enable for default domain by default.
