Problem/Motivation

The delay on checking after inserting new headings is preventing recheck in various situations, such that tips can get "stuck" after content is fixed.

Steps to reproduce

Fix an issue; the checker should immediately remove the old tip.

User interface changes

Removing some of these delays could cause increased CPU load or false positives on newly inserted headings.
