Permission Mismatch - "Show Cron Jobs" doesn't work without "Administer Cron Job" Permissions

Problem/Motivation

Our customer is interested in allowing the site editors to view configured cron jobs. We found the permissions in this module to do this, but it seems the permission isn't sufficient to access the admin backend for the module.

Steps to reproduce

1. Set the "View Cron-Tasks" permission for a non-admin role
2. Try to access the cron task overview

Proposed resolution

- Fix the permission to allow users with the "View Cron-Tasks" permission to view cron tasks
- If it works as intended -> Make the permission description clearer
