Waiting List Moves to Pending

If you have autofill enabled, there is a new field on the per-host-entity registration settings page named Autofill state. You can change that from Pending to Complete.

Ah HA! That's where it is! Thank you so much! That will fix my issue. Is there a way to set complete as default for that?

Fields in Drupal provide the ability to set a default value. If you edit your Registration field (presumably attached to a Content Type), you should be able to enable Autofill by default and set the default state.
