Setup GitLab CI pipeline and schedule to scrape for flaky tests

Problem/Motivation

Setup GitLab CI pipeline over at Flaky Tests Data → to rebuild the data on a daily schedule after midnight UTC.

• Use the image from → .
• Use a cache for the raw data.
• Figure out whether it is necessary to authenticate against GitLab API. If yes, whether it is possible to use the CI_JOB_TOKEN.
• Commit the result in the repository if the scrape was successful.
