Add hook for page visibility of the schema

Problem/Motivation

Currently, the Schema App module requests the schema for every front end page. This can result in wasteful requests to Schema App for pages that will never have a schema in Schema App.

Proposed resolution

Provide a Drupal hook for sites to implement their own business logic to determine if the schema should be added to the page.

I created the MR 5 with the new hook. Attached is a static patch that can be used for composer builds. Any further development should be done in the issue branch.
