Simple Site Settings blocks cause WSOD

Placing a Simple Site Settings block causes a WSOD.

Different WSODs occur when using Full or Flattened site settings loaders.

Workaround is to use a Rendered Site Settings block instead.

Add a "Simple Site Settings" block to the Block Layout using any site setting (only tested Formatted Text, though).

3-minute recording showing steps to reproduce from a fresh install; this was recorded on 10.3.14 but this occurs on versions through 11.1:
