potion of cookies block

Is it possible to have the cookies block be positioned at the top of the page rather than the bottom? I tried adding positioning to .cookiesjsr-banner in another css file in my theme but no change. I would like to do this outside of the module's css so it won't get overridden by composer with the module is updated.
