First build AI which understands Drupal ecosystem.
Drupal AI is trained to become aware of core, modules and available themes. This includes forums, slack, etc. Even external sites like stackoverflow. Then setup suitable webforms for users to do various input. AI can post clarification query, answered by (multiple) experienced developers via chats.
Now a regular (non coding) user who wants to build a web presence chooses a platform (DigitalOcean, AWS, etc) to get a prompt/script which will not only install Drupal, but also install, manage/configure other modules. Moreover, the prompt can configure front-end either headless using so many options (react, figma) or use existing purpose suitable AI selected and configured themes.
Existing user can approach the AI for suggestions or solutions with issues they are facing or with new development ideas for their sites.
This way, more users can adopt Drupal without the learning curve. The further development can happen in continuous consultation with Drupal AI. When a request is beyond AI capabilities then the AI suggest handover to the various Drupal tech Co's or suitable dev's for paid work.
