[pp-1] Handle multiple implementations of hooks better

Postponed on 📌 Hook ordering across OOP, procedural and with extra types Active
Multiple implementations are new, there are several edge cases that could be tested better and cleaned up.
Specifically around collection when in multiple files and during alter.
