[pp-1] Add additional helpers to reorder hook implementations

Problem/Motivation

Postponed on 📌 Hook ordering across OOP, procedural and with extra types Active
We could provide an easier way to reorder procedural hooks of other modules or perform some more edge case ordering scenarios.

E.g. we could explore adding a way to order all module implementations after another.

    Actual postponement and chiming in to say I don't think we should actually do this.

    We need compelling reasons to add more attributes after seeing how complex extending them were.
