Suppor for #wrapper_attributes on outer fieldset

Problem/Motivation

While we can pass #attributes to the form element, we cannot do it for #wrapper_attributes. The #attributes are added to the hidden input field, but it can be useful to have attributes on the outermost fieldset that this render element produces. This is helpful for me as I have multiple media library widgets on the same form, and I need something to unique target buttons within then in my behat tests.
