Users cannot see existing term selection

Problem/Motivation

User can see only allowed terms in entity reference select list (edit mode).. However if admin will go to that ticket and change status to completed because he can - user cannot see that status.

So this term is not even visible in display mode, I thought it will disappear only from select list of taxonomy, but now that user cannot see value even another user add.

Steps to reproduce

1. As an admin, or someone with access to all terms, add a term to an entity.

2. As someone who doesn't have access to the term that was added in step 1, edit the entity and see that you cannot see the term on the entity edit screen.

Proposed resolution

Any editor of an entity should be able to see all terms already assigned to the entity, regardless of their role.
