Currently, there is a possibility to translate _active_fallback that will cause an issue during sending email and all sent emails won't be formatted:
- Setup a site with FR (or any other than EN) default language
- Import translations (it can be done automatically)
- Try to send any email and formatting will be broken
- Disable translation for such config value as _active_fallback
