When moving a component within a region, the region name tag does not appear until the component is over a drop zone, then it continues to be visible even if the drag moves back to an area that did not initially expose the name tag
This doesn't seem like a big enough issue to prevent #3502764 from landing, but it ought to be a little more consistent before this hits a wider audience.
