How to get permission for some role to drag layout paragraphs?

I am working with Drupal 10.4.0, Layout Paragraphs 2.0.8 and Barrio Bootstrap 5 Theme 5.5.19.

As an admin I am able to drag the Layout Paragraphs with the code

With an other role the link is missing in the code.
I know, that I wanted that myself and changed it.

But I don't remember how and where i did. ;-)
I now want this role to have the right to move layout paragraphs with the mouse.

I looked in my custom module, in barrio theme css and functions and in my custom administrative theme.
I cant find the place, i changed.

Can I set the permission in the backend?
