Function call "Trigger ECA Model"

Models that contain the custom event, can only be triggered via a specific drush command. What if we allow an LLM to do that?

Expose a Function Call that will list all models that contain that event
Expose a Function Call that will trigger a model by the key that was present in the list of the previous call

ECA has already implemented the event called "Tool" which gets exposed as AiFunctionCall and can be called by AI Agents and by MCP. I think that's sufficient and doesn't require anything extra.
