update Drupal 10.3.10 -> 10.4.2 change main menu background color

Steps to reproduce

- update to drupal 10.4.2 (from 10.3.10) with composer; main menu background is now "blue" (screenshot)
- downgrade to drupal 10.3.10 (from 10.4.2) with composer; main menu background is original again (screenshot)

We are experiencing exactly the same problem as you with the menu turning blue when updating to drupal 10.11.X

We are also having problems with the order of the css files. Our local.css in the sub-theme is now being overwritten by custom-style.css from the main theme.

Don't know if the problems are related but it feels like it.
