A user do not see edit button for allowed language

Problem/Motivation

When a user with CRUD permissions exclusively for French (fr-FR) visits the Content page in another language (e.g., /en-GB/admin/content):

• The Edit action will only appear for content that has an existing en-GB translation in addition to fr-FR
• Content without an en-GB translation and with fr-FR translation will have only the Translate action
