Install from config script and run target

Problem/Motivation

In addition to installing a demo version of Drupal CMS, another very common use for this flake will be to install from configuration.

This is only possible with recent versions of Drupal and Drush -- but if the site has them, we should make this as easy as possible to get going.

Proposed resolution

Create a run target to automatically install the site from configuration - e.g. `nix run .#config` similar to how we auto-download and install Drupal CMS with `nix run .#demo`.

The installer script should exit with a message if the site is already installed, but proceed with starting the local services.

This is implemented, as both a nix run target (nix run .#config) and with a shell command in the devshell (start-config).
