Add an "xdrush" command

Problem/Motivation

XDebug is enabled on local dev environments as is. Having a wrapper to trigger a debug session in Drush can be extremely useful, particularly for things like debugging migrations.

Proposed resolution

Create a "xdrush" shell tool that is available in the devShell.
