Allow reordering of cards in admin interface

Problem/Motivation

Instead of just hiding/showing the cards, it would be nice to reorder them.

Proposed resolution

Create a draggable interface similar to the content type field admin pages that allows for each card to be reordered. This order will then display on the Status Report page.

Remaining tasks

• Create admin interface with draggable fields
• Update twig/preprocessing to account for new order (currently hard coded in the twig file)

User interface changes

Draggable interface for the settings page instead of a list of checkboxes.

API changes

Will probably have to rework how the content gets displayed, as this is currently hardcoded in the status-report-general-info.html.twig file.

Data model changes

Leaving the data model alone is for the best, just in case anything changes in Drupal core for these cards.
