Even though you add a block through add block in the layout manager UI and select Inline in the label dropdown, label is not displayed inline in the content.
1- Enable Layout Builder.
2- Configure a content type, click Manage Layout under Manage Display, check the boxes Use Layout Builder.
3- Click Manage Layout.
4- Add a section and a block, type title and select Inline in the Label dropdown.
3- Create a node of that type and save it.
4- Edit the node and go to the Layout tab.
5- Observe that the label of the field is not displayed online.

I've tried to replicate this with 11.x and I'm unable to see this issue. Can you please try this with just the latest version of Drupal and update the steps to replicate if you're able to get this to happen again?
