Can't import exported ECA model

Problem/Motivation

I must migrate all of the data from a D7 website and reconstruct it on a D10 website, with new functionality.
The old D7 website has the Bartik and Stark themes on it -- the new D10 website does not have these themes on it, nor any references to such blocks on the Block Layout page as far as I can see.
Unfortunately, if I configure a very simple and small ECA model, export it, delete it, and then try to import it again, it triggers an error which suggests that the export is pulling in obsolete and unrelated dependencies.

This seems to be the same problem reported on this bug report 💬 Import-export impossible due to some weird depencencies Fixed .

The error readout begins:

I've looked at the YML files in the exported TAR file and don't see any references to themes there. Nor can I find any references to the themes in any of the configuration of the new (migrated) website. The error must be triggered by some internal dependency that is not in the exported data itself.

That sounds like the config on that page is broken even before anything doing with ECA. You can verify this by executing a drush cex and a drush cim, that will show you issues with the config on that site, that has nothing to do with ECA import or export.
