Add Ray Taylor as a maintainer

Add RSTaylor → as a maintainer - Justin Ludwig is no longer at scishield. Not sure if he wants to stay on, but we would like more of our team to be able to contribute directly.

Also - officially add "manage maintainers" permission to pwolanin. I actually can already do it due to my security team membership, but it should be officially indicated.
