Require DER 3.x branch

Problem/Motivation

DER 4.x branch requires triggers until #3204103: Use virtual index instead of triggers → is fixed and is unlikely to reach a stable release until that issue is fixed. Because triggers requires SUPER privileges, this can lead to installation failures.

We should downgrade the requirement to the 3.x branch until DER 4.x branch is more stable.
