Create a drush command for menu links importation

Problem/Motivation

Hello 🙂

We've used the ‘Export Menu’ module on one of our projects and it works well. However, we needed to create a drush command to allow menu links to be imported during deployment.

That's why I'd like to offer you my drush command to add to your module.
